    ALTERNATIVE FUELS INCENTIVE GRANT PROGRAM: ALTERNATIVE FUEL VEHICLE (AFV) REBATES

    I decided to take a look at the current state of the PA EV rebate program. Back when I bought my Leaf, Pennsylvania gave me a $3500 check. That amount is now down to $1750. It now also applies to some used EVs, which wasn't the case in the past. So that's nice. But for us Model 3 purchasers, this clause (which I don't remember seeing before) is the interesting one:

    New vehicles eligible for a rebate must have a Manufacturer’s Suggested Retail Price of $50,000 or less and must have odometer reading of less than 500 miles.

    I assume this means MSRP as optioned. So if you're a PA resident wanting a First Production Model 3, you may want to seriously consider getting a paint color as your only option, otherwise it looks like you'll miss out on the $1750.

    I was going to get EAP as well, but it's going to be cheaper to pay the extra $1000 to enable it after purchase.

    It's up-to-$50k, so you can change the color and still get the rebate.
    You just can't get any other options.

    It probably wouldn't hurt to confirm this assumption, given the potential upside... even though I suspect the assumption is correct.

    The equivalent program here in Massachusetts explicitly mentions "base MSRP" everywhere, but I don't see any hint one way or another on the PA website or in the rebate program guide (PDF). It probably wouldn't hurt for them to put up a FAQ with the answer to this question, as they're going to hear it quite often now that the Model 3 is a reality.

    Not sure how many PA members we have here, but there were some recent changes to the EV Rules.

    Previously, any EV eligible for the incentive. However, due to the change, they are now limited to a 50,000 MSRP. I emailed PA to ask what was the definition of MSRP was, whether its the base price of the vehicle before taxes, etc. At 1750, it would actually make sense to do the EHP afterwards if it would push the price over $50k.

    That being said, their response was:


    " The MSRP is the sticker price legally displayed in the windshield or on a spec sheet. The MSRP is supposed to be reflective of all costs incurred over the manufacturing and sales process. Including tax and title. It is the Actual Purchase Price of the vehicle (including destination, etc.) including tax and title."

    So, if you live in PA and want the $1750 incentive, only a base long range model will get it. Any option will put it over 50k with tax+tags with 6% Tax.

    They've been reasonably responsive via email. My big issue is they list the Model 3 as one of the Model's that is eligible for the rebate...but any long range version other than the most base won't be eligible.

    Just a thought... could it be that they measure this against the base price of a vehicle range, like they did in Germany, which led T≡SLA to reduce the price of the S60 with minimal std equipment??

    So, I did get one more follow up:

    "MSRP means the price of the vehicle including options and destination fee. It does not include tax and tags.

    Feel free to contact me directly if you have additional questions."

    I'm assuming this is the authoritative version. I believe this still puts the LR+ Premium base model after the 50K threshold (35k base+ 9k LR + 5k premium+ 1500 destination= 50500 MSRP)

    I was planning on adding EHP+Midnight Grey as well, so I'm a quite a bit over 50k.

    Looks like PA folks will have to play a tough game with timing to get a standard under this limit but still get the 7500 federal.

    The PA rebate program gets "reassessed" fairly often. I would take a chance and assume that the rebate will continue in some form past Dec 31st.

    Eh. Not a fan of Pizza in this area (only here because of my wife's fellowship). NYC Pizza is the best.

    Yeah. It's changed quite a few times. They'll likely be a sweet spot in Q1 2018 with a base Model 3 will get full federal+ something from PA.

    It's a whole different animal. Of course regular thin pizza isn't great. Try Victory pig in Wyoming or Pizza Perfect in Trucksville, and be sure to have a few more cuts cold for breakfast the next day.

    Thanks for this info... this state is so annoying...If the destination fee @$1,500 truly puts a first production version over this convenient new regulation then I might just have to add stuff just to make it more of a non-issue.
    $1750 would have been nice, thanks PA...NOT

    Yeah, I guess this rebate is not meant for us "rich folks".
    But anybody getting the short-range battery should have no problems staying under the limit.

    The destination fee is $1,000 so everyone getting first production in black will have a $50k MSRP and get the credit in your neck of the woods.

    Well then, great, something else for me to consider ... now any other upgrade over first production black with aeros will also cost me the $1750 rebate...that's just so weak... why set that number at $50k right before the Model 3? Why not set it at say $60k? I would be ok at $60k. Could get those 19s and maybe even add EAP.
    I know it's a very "first world" issue...but I would still have preferred to have $1750 from PA rather than not have $1750 from PA (which I think is already on the low end for EV incentives to begin with).
    I ran this complaint past a few people and the reaction was a universal shrug...oh well.

    Basically the sport wheels become a $3,250 upgrade for you guys. At that price you may want to look aftermarket for a wheel upgrade.

    ...was just looking at some aftermarket options... frustrating... maybe I can get myself back into those aeros.

    So again, if you are in PA and want first production. It's a black one with aeros and no other options whatsoever...or you basically add $1750 in costs. Again, so lame.

    I'm really tempted to just add multiple upgrades now...give me the midnight silver (white seats), sport wheels and EAP... keep your $1750 PA...or just give it to someone else who is more deserving of choosing to go EV.

    So far, this does NOT appear to be correct. No long-range models will qualify - only short-range. For some strange reason, it appears that they're also counting tax (6%, more in Pittsburgh & Philly) and title fees as part of MSRP, which seems insane.
    We need a few more people to call them up and ask for clarification, to see if they're consistent with this messaging.
    I called & left a message, but never received a call back. I'll have to try again.
