Elon answered a Tweet about Supercharger abuse with some people leaving their cars parked long after charging was complete. He said they will deal with this situation soon.

Evidence of "idle fees" was found in the source code of the Supercharger section of the MyTesla page. Tesla will most likely impose fees after charging is complete to deter this behaviour.

The new credit system is going into place Jan 1 so we should have all the details sometime by the end of this month. Expecting a blog post at Tesla.com with all the details soon.

    Oh wow. There it is.

Long-term, there's a much better solution that I hope they implement. Add charging snakes, and have the cars leave & park nearby when they're done charging. That way everybody's happy. The person parking there all day still gets a fully-charged car when they get back, and the superchargers are immediately freed up for others to use throughout the day.

They could even implement this without charging snakes. If you arrive at a supercharger occupied by a "full" Tesla, simply unplug it. Then the car could go park elsewhere on its own. Of course, this won't work for pre-autopilot cars, but there aren't that many of them.
